To achieve water and food security, and to overcome the existing and future challenges in environmental protection, scientists propose the integrated watershed management approach as an effective and useful one. A real understanding of integrated watershed management depends on applying a systemic view as well as recognizing and involving all stakeholders in decision making process. This, in turn, promotes public participation in implementing policies, strategies, and programs for natural resource management. The emphasis of this paper is on the role of culture and religious teachings on integrated watershed management and their impacts on the success of natural resource and environmental management programs. The authors of the paper attempted to scrutinize the problem and identify the gaps between these teachings in theory and the real world in order to provide solutions for realizing these teachings. The analysis shows that there is a great capacity to promote the participation of local communities with the emphasis on culture and religious teachings which should be fully considered by policy makers and planners for natural resource and environmental management of Iran.
